Why is the country a weak signal on its own?

Because the four things that decide how an instrument performs are decided inside the factory, not by the border it ships across:

Which steel. A 410 steel and a 440C steel are both "stainless", and they are different materials with different carbon content and different jobs.

How it was hardened. Hardness comes from heat treatment. The grade name alone never tells you how hard the instrument actually is.

Whether it was passivated. Grinding exposes free iron at the surface. Passivation takes it back off so the protective layer can re-form. Skip it and an instrument can stain or rust in a hospital's first sterilization cycles.

What was inspected, and how much. A sample checked by eye, a boil test, a hardness test or 100% inspection are different levels of assurance.

What should I ask any supplier, wherever it is?

Ask these six questions, and ask for the document or the test behind each answer:

Which steel grade is this line, and where does the steel come from? A good answer names the grade (AISI 420, not "German steel") and the origin of the mill.

Does the steel arrive with the mill's certificate? It should identify the mill and state the grade.

Is every instrument passivated? And which test shows it was?

What is inspected on this line, and on how much of the batch?

Which certificates do you hold, and where can I check them myself? A certificate number you cannot look up at the issuer is a claim, not evidence.

Will you send free samples in the tier I would order? A sample in a better steel than the order is a sample of a different product.

How does TGI answer those six?

TGI publishes its answers so a buyer can check them before writing:

Steel and origin, per line. Economy AISI 410 (Pakistani or Taiwanese steel), Clinical AISI 420 (Pakistani or German), Premium AISI 420-440C (German or Japanese), Executive AISI 440C (German or Japanese). Mill certificate. Every batch of steel is ordered to a specified grade and arrives with the mill's own certificate, which identifies the mill and states the grade. TGI checks the material at the factory against its own requirement before it goes into production. That check is TGI's own inspection, not an independent laboratory test.

Passivation. Four locked quality tiers: Economy AISI 410 · Clinical AISI 420 · Premium AISI 420-440C · Executive AISI 440C. Hollowware and sterilization containers: Clinical AISI 202 · Premium and Executive AISI 304. All instruments and hollowware passivated. See the note "What is passivation".

Inspection per line. Economy: sample, visual and dimensional. Clinical: sample and boil test. Premium: tighter sample and hardness test. Executive: 100% inspection and laser mark. What each test proves, with the published method, is at the foot of /tiers/.

Certificates. ISO 9001:2015 and ISO 13485:2016, certificate 920229, issued by LL-C (Certification) Czech Republic a.s., valid to 4 December 2027, each with the issuer's own register link on /certification/.

Samples. Free samples for all buyers: you pay only the sample shipping cost. Samples dispatched within 48 hours.

So which should I buy from?

The one whose answers you can verify, in the tier your market needs, whose samples pass your own inspection. Run the same six questions past every supplier on your list and put the answers side by side. A supplier who cannot say which steel goes into which line has told you the most important thing you needed to know.
